I think ‘best’ is hard to pinpoint. I'm assuming that you are speaking of the classical period, lets say 1750 thru 1830. In that case taking all into account such as orchestration, different genres such as opera, string quartets, solo piano etc, counterpuntally ( sorry if mispelled ) , amount composed, I would say Mozart.
